The International Business Aviation Council (IBAC) is a Council of business aviation associations from around the world. Governance is established through the IBAC Governing Board, with representation from each of the Member Associations. The Board meets twice per year to establish business aviation policies and priority activities for the industry. Ongoing activity of the Council is managed by an IBAC Secretariat consisting of the Director General, assisted by a staff of experienced specialty managers responsible for ICAO Liaison, Safety Standards, Regulatory Affairs and Office Management.
IBAC represents the interests of business aviation worldwide. IBAC is an International Non-Governmental Organization (INGO) with permanent observer status with the International Civil Aviation Organization (ICAO), the UN Specialized Agency for aviation matters. IBAC’s Secretariat is based in the ICAO headquarters building in Montreal Canada. IBAC, in coordination with Member Associations, also produces material of direct value to flight departments, such as the International Standard for Business Aircraft Operations (IS-BAO), Safety Management Tool Kit, SMS eLearning training and the Aircrew Identification Card.

•EASA Publishes NPA on New Operations Rules
The European Aviation Safety Agency (EASA) has issued a Notice of Proposed Amendment (NPA) for the proposed new regulations covering the operation of aircraft. A summary of the new rule structure and contents is available here from IBAC.
EASA has made available a web-based rulemaking handbook that allows interested persons to download information of interest from the NPA relative to their needs. For example enter “Non-commercial complex aircraft”: The Handbook can be found at: http://rmh.easa.europa.eu/rmh/default.aspx

•SMS Assistance Now Available to Operators
IBAC and Member Associations have received many requests from operators for more guidance on implementation of Safety Management Systems (SMS). SMS, a long standing feature of business aviation industry best practices, is increasingly becoming a regulatory requirement and may be new to operators that have not implemented the IS-BAO standard. ICAO requires commercial operators to have SMS this year and large and turbo-jet non-commercial operators will need it in November 2010. Two new programs are now available;

1. SMS Tool Kit – a comprehensive set of guidance materials that will assist flight departments with implementation. To obtain more information on the program and how to obtain it click here.

2. SMS eLearning – a training program to familiarize flight department staff that have a need to understand the SMS concept, including flight crew, maintenance personnel and operations support staff. Click here for information and how to sign-up.
