SMS Tool
Kit Under Development
IBAC and Member Association are developing a Tool Kit to assist operators
to develop new Safety Management Systems (SMS) required by ICAO Standards
and Recommended Practices and most of the regulations of ICAO Member
States. Given that commercial operators will require SMS in 2009 and
large and jet non-commercial aircraft by November 2010, the business
aviation associations felt an obligation to provide assistance. A
Task Group of specialists is expected to present the Tool Kit in October.

SMS
e-Learning Online Training Program On the Way
Additional assistance to operators on implementing and managing SMS
programs will be ready soon as IBAC has teamed with Flight Safety
International (FSI) to develop an online e-Learning program. The new
training course is expected to be ready in September and will be available
through the IBAC and FSI websites.

Council Adopts Modernization of General Aviation Standards
The Council of the International Civil Aviation Organization (ICAO)
adopted an amendment to Annex 6 Part II, the Standard and Recommended
Practices governing International General Aviation on March 7, 2008.
The amendment incorporates the recommendations proposed by the business
aviation industry following work of a Task Force. To view the ICAO

Aviation Presents Recommendations to High-Level Group on Environment
IBAC was one of five aviation industry organizations that were invited to make a presentation at the first meeting of ICAO's Group on
International Aviation on Climate Change (GIACC). The Group has been given
a mandate to develop a Program of Action to respond to the growing global
concern about air transportation's impact on the environment. IBAC
recommended a collaborative government/industry multi-path Strategy.

Aviation Focuses on Navigation Errors
IBAC and its Member Associations have implemented a Gross
Navigation Error (GNE) Task Force to assess reasons for navigation errors
being made on oceanic routes. The Task Force is requesting crews
that have experienced navigation errors or large height deviations to

Advises ICAO World Assembly to Improve Safety Statistics
IBAC has submitted a Paper to the ICAO World Assembly advocating
establishment of a mutual agreement to provide for better safety
data for business aviation, as well as international recognition of
definitions in the business aviation sector required for effective safety

A recently published article in the ICAO Journal (Volume 62 NUMBER 2,
2007) ‘While CFIT record has improved
markedly, certain issues have also come to light” draws
attention to “several low cost but crucial measures that can be taken by
stakeholders (sic operators and flight
crews) to reduce the likelihood of false EGPWS warnings, or
more seriously still, the system’s failure to provide a valid
warning”. IBAC
commends this article to the attention of business aviation operators and
flight crews and to the prudent safety advice contained therein. The

Encourage Use of Model Security Programs
IBAC and its Member Associations are encouraging flight departments to
apply model security programs to their operations. The Programs for
operators and ground handling facilities (FBOs) were developed by industry
groups as a more appropriate way to implement security provisions as an
alternative to prescriptive non-performance based rules. The

IS-BAO Safety Value Demonstrated in New Study
A study completed by an independent safety analyst shows that the IS-BAO
'code of practice' has a considerable potential to reduce accidents. The
analyst reviewed 297 accidents over a five year period and assessed them
against the provisions of the safety standard to make an judgment
regarding the potential that the accident would have been prevented if the
flight department had implemented the IS-BAO. A summary of the study is

An SMS has been specifically designed for business aircraft operations and
incorporated into IBAC's new IS-BAO standard. This new SMS
facilitates development of a safety system within a flight department. See
