Kathy Perfetti, the IBAC Standards Manager has announce her intention
to step down at the end of 2010. As a result, IBAC is seeking a new Manager

•IBAC and Helicopter Community Collaborate on IS-BAO for Helicopter
Operators
An Agreement has been signed by IBAC and members of the Helicopter
Industry Associations from the US (HAI), Europe (EHA) and Great Britain
(BHA) to develop a Helicopter Edition of the International Standard for
Business Aircraft Operations (IS-BAO). A Work Group is to be named to develop
the proposed new IS-BAO (HE) and work is expected to start shortly. See

•IBAC Presents to the ICAO Council
At the invitation of the President of the Council of the International
Civil Aviation Organization (ICAO) IBAC completed a comprehensive briefing

•BASS Asia Scheduled for November 10-11 in Singapore
The first of a series of Business Aviation Safety Seminars Asia
(BASS-Asia) will take place in Singapore on 10-11 November (postponed from
earlier announced date of 13-14 April). On 10 November a high level session
will explore the business aviation safety record and priorities for addressing
safety . Also included will be sessions on SMS and discussion of new regulatory
oversight provisions. The Seminar will also feature presentations on safety
tools; on the second day, workshops will be presented including the International
Standard for Business Aircraft Operations (IS-BAO). See detail at:

•IS-BAO Certificates of Registrations Issued to Over 200 Operators
The number of operators gaining an IS-BAO Certificate of Registration
signifying successful implementation of the industry’s gold safety standard
is now over 200 and growing quickly.

•Copenhagen 2009 - Business Aviation Associations issue Statement
on Climate Change
IBAC and Member Associations, along with business aviation manufacturers
have released a comprehensive Statement on Climate Change in support of
an ICAO appeal for an aviation sectoral approach in a post-Kyoto Agreement
on GHG emissions.

•IS-BAO Receives European Standards Recognition
The International Standard for Business Aircraft Operations (IS-BAO)
has gained recognition from the European Committee for Standardization,
making it easier for operators to demonstrate adherence to upcoming EASA
rules in Europe. The Standard is increasingly being accepted in every corner
of the world as the gold standard for safety of business aviation operations.

•Guidelines for Operators on European Union ETS Monitoring Plans
Guidelines have been developed to assist non-EU based operators
of aircraft that fly into Europe and are considered to be a Small Emitter.
The EC directive requires operators to submit Monitoring Plans to administering
States either at the end of August 2009 or as indicated in the Guidelines
for those States that have delayed the reporting date. The Guidelines will
help determine applicability and required actions.

•EASA Publishes NPA on New Operations Rules
The European Aviation Safety Agency (EASA) has issued a Notice
of Proposed Amendment (NPA) for the proposed new regulations covering the
operation of aircraft. A summary of the new rule structure and contents

•SMS Assistance Now Available to Operators
IBAC and Member Associations have received many requests from operators
for more guidance on implementation of Safety Management Systems (SMS).
SMS, a long standing feature of business aviation industry best practices,
is increasingly becoming a regulatory requirement and may be new to operators
that have not implemented the IS-BAO standard. ICAO requires commercial
operators to have SMS this year and large and turbo-jet non-commercial operators
will need it in November 2010. Two new programs are now available;
1. SMS Tool Kit – a comprehensive set
of guidance materials that will assist flight departments with implementation.

2. SMS eLearning – a training program
to familiarize flight department staff that have a need to understand the
SMS concept, including flight crew, maintenance personnel and operations

•Business Aviation Focuses on Navigation Errors
IBAC and its Member Associations have implemented a Gross Navigation Error
(GNE) Task Force to assess reasons for navigation errors being made on oceanic
routes. The Task Force is requesting crews that have experienced navigation
errors or large height deviations to share their lessons learned. Click
